America declared war on al Qaeda and bin Laden, and the Congress and president put the country on a war footing. It's important to remember that war changed these rules and the FBI, CIA and the rest of the government can only be judged prior to Sept. 11 by the pre-existing rules."

This is a really interesting piece written by former FBI director Louis Freeh. It's persuasive, but also contains an in-depth outline of just how the FBI acts to prevent terrorism. Take a look.
